I've used Pertronix conversions on a number of projects. It always replaces the condenser along with the points but does not usually replace the rotor. On Fords there is a piece that slips over the breaker cam before the rotor goes on. On GM, because of the upper weights/springs, there is a shutter wheel that attaches to the bottom of the rotor. A little bit more of a pain, but considering how often that gets changed, not a problem. I personally can't think of any better upgrade for the money than that conversion.
