Those seats sit pretty tall to begin with ( I have one in my 71) I'd bolt it flat to the floor and use the body washers or lengths of flat bar as a reinforcement under the floor but don't think they need to be welded in as they are just to spread the pull of the bolts in a wider area of the floorboards.
I've actually thought about taking an inch or so out of the height of the seat risers under the late model seat in my 71 as it sits a bit higher than I like. That's a pretty easy cut and weld thing.
