If I were the seller asking for that kind of money, I'd make sure that it ran as good as it looks before a buyer with 20K was coming over to test drive it. How hard is it to take it and run it out beforehand?
If the vacuum gauge is actually hooked up, but isn't working, the connections may not be tight...I know this from firsthand experience. Also, Is there a vacuum line running from the carb to the advance on the distributor? Maybe an open port on the carb? Definitely a thermostat problem, but I'd look for other small stuff too, due to laziness.
