Do you have a breather on the same side as the oil fill? That could be your problem. On small blocks anyway, they have the fill on the same side as the pcv (both sides sometimes) and the pcv provides the pressure relief for that side. The other side has the vent hose running to the carb stack. If all you have on the passenger side is the oil fill with no breather, that could be the problem. I believe this is why earlier small blocks had the oil fill through the intake since there was no pcv valve on the cover. And of course, I could be completely off base here but that is my best guess.
