well pushing the gas pedal set's the choke...so pull the throttle lever back and try to move the choke linkage....if it move's it's not stuck.....need to adjust this while the choke spring is cold....
you do have 12volts to the choke coil????

if so try turning the choke housing to increase the choke adjustment clockwise....

this will make the choke stay on longer and make it have to heat-up every time you turn the engine off.....
turn it back for less of this effect....
