They mount on the panel that's at the top of the radiator support in front of the radiator on the underside, one on each side. There should be a green wire that goes to the one on the driver side and then from the driver side to the passenger side. If you find them you can test them with a jumper wire from your battery, and if they work doing that, the problem might be the horn contact in the steering column.
