The tapered rod should fit the tapered hole and should pull up tight to where it will not spin inside the hole. [If rod spins to where it troubles your installng the nut, just putting a bit of pressure so as to force tapered rod into tapered hole should cause it to hold enough just from friction to where the rod does not spin and to where you can tighten the nut with no trouble.] If u have correct connecting parts, once you tighten the nut on the rod, u could remove the nut and would have to use quite a bit of force to separate the rod from the arm--just from the interference fit between tapers of rod and hole.
What year pitman arm are u using? And, what year center link are u using? They should be a properly-matching pair to utilize the function of taper fittings. Keep in mind, if u have a misfit, u have 2 options: get a fitting pitman arm OR a fitting tie rod/end.
