I don't think it's a saftey issue. The suburbans and crew cab trucks had rear windows that go down the whole way.

The reason they don't go down far is because there is not enough room in the door shell for the window to fit. The tahoe/Yukon have a cutout in the door for the wheel well. The crew cab trucks and suburban do not.
