The rag joint probably isn't going to help with the belt noise. It might be why you feel like you can still turn the wheel even when the actual wheels are at lock position. As far as how tight to get the belt that's hard to explain just tighten it as tight as you can but yet it still has just a touch of movement if you grab it is what I used to do but I haven't had a v belt set up in years . Maybe someone else can chime in. I do remember the power steering belt being a pita to tighten in general.
