I've got mine adjusted to a spot that's just right and the hood sits even and it still comes up. Gotta remember we got the aerodynamics of a brick so your front end bluntly forces a lot of air around. A lot of it comes in between the hood and grill panel and the airflow raises the hood.
A buddy of mine made a rubber strip that was like a t and sandwiched it in between the hood and grille every time he closed the hood. You could hardly tell it was there but man did it make a difference with hood flop. Check all your gaps and stuff too.
