It's mostly a personal preference. But also when you want to bolt something to the frame, the under coating should be romoved to get a solid connection. And you don't want to get the undercoating on bolt heads/nuts. There again, it needs removed to get a wrench or socket on the bolt/nut. Then they need touched up. Just a bit of a pain IMO.
