Your going to want to feather the paint out where it's chipping until it stops. You can use 180g to feather it out and throw some primer on it, as far as the surface rust you want to sand the rust out and throw some self etching primer. It will prevent it from rusting. Depending on what you want to do with the truck and you said it was just a driver, I would just use a single stage paint. No need for a base coat clear coat
