Yes and no. You need really strong bolts (at least Grade 8, and I'd try to find an ARP or better bolt. It holds your wheel on.)
Also be cautious about welding the bolt. David is right above that if you don't tack them they might be hard to tighten, but the head of welding might wreck the hardness of the bolt. Maybe a tack will be ok, I don't know. And don't breathe the fumes from a cad plated bold being welded.
