You both are correct.
In garages of new construction, we will put down roofing paper to protect the concrete from all the foot traffic that it will get by other contractors.
It's surely safe to walk on. But, 28 days is the safe wait time before sealing. You can walk on it, but you don't start using it for a garage/shop for 30 days because you want to seal it first.
So, when I said; "30 days to cure, and I'm Rockin!" - in 28 days I'll seal it, and 2 days later I'll pull my truck in and begin doing my th350 and 12-bolt swap.
I'm excited to start working on my 65 knowing I won't be crawling around on gravel.
