It really depends on if it needs a dolly or simply pushing out the low spots from the inside. This can be done with many thing, depending on how "tight" the low spot is. MANY pushes from something sharp like an awl could do the trick, or something with a more rounded end on it, I use everything from an awl to a dolly or the pick of my hammer (not hitting, but using it to push it out).
