It really isn't very hard to decode a truck yourself. If you go to the GM heritage site and download the vehicle information kit (in pdf form) for the proper year truck. You can go down the list of available options and simply look your truck over and ask yourself does this truck have (for example) A/C, auto trans, 400 v-8, positract, etc? That coupled with the SPID picture thread on this site will really make it pretty easy to option just about any truck that has a missing SPID.
You really only have to get close, there is no master list for your truck that anyone could ever check against and for example say "this truck didn't originally have a tilt steering column" unless as I understand, it was built in Canada.
They never kept option records for individual American made trucks so the short answer to your original question about tracing the options by the VIN is probably no.
