My '73 had a single tank on the passengers side.

Yours may have been a dual tank at some point and a PO eliminated one tank. Either due to leaking tank, defective selector valve or other issues. They just kept the drivers side tank for convenience. Or with the new bed decided to move it to the drivers side.
