Yes, but it depends. The amount of protection depends on the amount of coverage. Anything with powdercoat on it will hold up to the elements. Since the frame cross members are riveted, the powder will likely not make its way between the layered surfaces, so water/snow/salt left on those areas will eventually deteriorate the metal. That being said, my truck has seen plenty of water in those areas and has nothing more than light surface rust since it was new, so I wouldn't be worried.
