So is it still shifting then? I would say if not then check the governor gear in the transmission. I have had a couple of transmissions that the nylon gear went bad preventing it to shift out of first.
Have you tried to shift it manually to see if there is any difference? Pull the vacuum line off the intake while running and see if there is any vacuum there.
