Yes, and you also have to make sure the fasteners do not create the electrical connection.

This is why I chose powder-coated steel rather than stainless steel side bars for my vehicle. I didn't trust that I could guarantee the electrical isolation of the stainless steel ones, particularly where they would get wet so often from road spray. For interior items it is much easier.
