For a less than stellar, but passable and cheap fix:
I had good luck getting the spray touchup paint from AutoZone, taping off, scuffing the bad paint (sand or scuff pad depending on surface issues), and re-spraying a few coats. Where it met decent paint, I used a little rubbing compound (weeks later) to clean up the OE paint and blend into the newly painted areas.
Both of my red beater cars had a lot of black and white "rub" marks on the bumpers from years of abuse as college cars. I cleaned them up with the above method, and it looked decent from 30 feet away. Removing the pot smoke smell from the interior was much harder to do.
