Those missing terminals are normal if your truck wasn't originally equipped with the options that required them.
The fuse clips look kind of rusty though, and that could potentially be the reason why your lights are not working. Except for the headlights ... they are protected by a circuit breaker inside the headlight switch so their wiring doesn't pass through any of the fuses.
