A little heat in the intake is a good thing for a street engine. It will let the fuel atomize a lot better. If kept cold the fuel will stick to the intake floor much easier. This is not a race engine you are working on here. Use the restrictors and be done with it. If you don't let a little heat get to it, it will run like crap until it gets warm. I know you are in Cali, but the engine still gets cold and must run until it gets up to temp.
