Seeing as how he doesn't have any pictures, I would be a little sceptical unless he can get some...
As far as them being NOS & in the described condition, I would say, yes, it's possible. Keep in mind these parts are 34 years old and have probably been sitting in some loft, barn or garage for a lot of that time. Ding's are inevitable. Heck, it's hard to buy a NEW Goodmark panel without it being dinged. As far as surface rust, yes again. They didn't have the primer technology then that they do now and chances are, they were stored in a leaky or damp place.
Anyone on here that know's a little bit about the 49-52 Chevy pass cars will attest as to how hard it is to get a good grille for a 52' Chevy. My dad bought his grille using NOS parts, in individual pieces over 9 years. Now, just because they were NOS doesn't mean that the parts LOOKED new. The plating was worn down to the copper on most of them BUT they were NOS(the plating was thin due to the Korean War).
Keep that in mind next time you look at a NOS piece. It isn't always going to be pretty.
