Don't know why yours is that way, however, I was taught that bolt hole was there as a motor mount hole, not intended as fuel pump rod holding access...it just happens we all learn to use it for that becasue it's easier than:

alternatively push greased rod up with needle nose pliers and then sorta..kinda use a very thin long screwdriver blade to barely hold it up while with your third hand put pump in place...which is why we learned to use the longer bolt trick.

Perhaps yours was simply never drilled & threaded through, eh?
