looks like your filter should have an element in it. that bolt appears to be a little long. more than likely should be studs in there that come up through then all you have to do is put the nuts on, sometimes you can put that type of bolt in first and lift the carb up, put the bolt in and then thread it in. make sure that it doesn't bottom out. one should never force a bolt to start it. one should always start by finger first to make sure theu start ok or you will be having greater problems. A BFH doesn't always solve the problem. that fuel filter should be moved a little further away from the carb so that it sits right
