I worked with a guy who used to fix gas tanks on motorcycles. He would fill the tank full of gas and weld up the hole. a full tank would be safer to weld then a empty one. I still thought he was nuts. but he lived to tell me about it. I would drop the tank. fill it full of water and weld up the hole. Drain the tank. Get some soapy water. hook up a air hose inside the fuel tank with air blowing inside(with a good seal) Apply soapy water around the repair. If there is a leak it will bubble. Adding the tank sealer may be a good idea after you repair the leak
