I agree that it sounds like a bad master. It could have an internal leak. My DD '68 had a similar issue. I replaced all the shoes and one leaky wheel cylinder, hoping that might be it but I still ended up replacing the master. Now I have good brakes.....well as good as manual drum/drum brakes can be.
