Those are body seams and need to be filled. As Grumpy said dig out the old and put in new. Use real body sealer not silicone. Also check around the inside of the drip rail and make sure the sealer there is in good shape, no cracks or loose areas....

There are 2 drain holes (actually slots) on the inside, in the corners of the dash. Make sure those are open.
