The body ground could be an issue with parking position from 1973-1977 where there was no Park ground from the switch.
The wiper motor gets Park ground from the switch on Circuit 97 starting in 1978. The 78-91 wiper motors are not dependent on body ground for function. If they are not parking it's a problem in the motor internal switching.
