If you have heat coming out of your vents with the levers in the off position then there is either a blockage (think mouse nest) keeping the heat diverter door from closing or the rubber seal around it is bad. The valve may be a fix for your current problem but I would think you will have other problems with your heater/defroster when you do need them, unless you fix the diverter door.
