Left and Right hand in service manuals etc always means with the driver seated behind the wheel.
It says just that in at least one of the GM service manuals I own.

Left and Right hands of the driver does not change no matter what side the steering wheel is on Driver and Passenger side does. There are plenty of rigs with steering wheels on the right hand side driving down the road here in the US. I have a friend that has a Morgan, Triumph, and MG with RHD. Watch the BBC for a bit and pay attention to the driver getting in on the "wrong" side.
