When you take it back i would ask too have the cooling system flushed out.
That looks like rusty water but its hard too tell from the pic. Is there antifreeze in it?
Was the block hot tanked?
i wouldnt see a need too add any kind of sealer too a fresh rebuild unless it is on certain fittings. But not in the water/antifreeze mix.
Antifreeze has lubricating properties in it for water pumps.
