As Special-K says. It sounds like you have one of the "dash pad covers" that are supposed to glue onto your existing pad. I would say don't even try that, and get a replacement pad that bolts or like the original. There are several vendors on this page that you can get them from, and if you need tech support they do that too. The pad itself shouldn't cost too much, and you'll have a much better result when it's in.
