With that one, when the tab (which is actually a calibrated weight) is down then the valve is closed.
The coil holds it shut when cold. When the coil heats up it allows the exhaust flow to open it (tab up) easily.
That way you get heat from the exhaust diverted under the intake to heat the carb plenum when the motor is cold. Makes for better warm ups.
If yours is stuck closed (tab down) that could cause some of your problems.
