The starter cable would not arc to ground unless it was actually touching the ground source, unlike a spark plug wire which will create an arc. So If the starter cable isn't touching a ground source in that location it has to be getting burnt from the headers or a spark plug that is not screwed in all the way... Spray some carb cleaner on it to see if any of the black stuff washes off.
