The pedal stop bracket will not make a difference on how tight the column is. It's hard to tell for sure from the underhood picture, but I think you are missing the bracket and clamp that hold the column to the engine side of the firewall.

I flipped your two pictures over, and the third picture is the brackets and clamps that hold the column in place. The bracket and clamp in "View A" are the ones on the outside of the firewall.

The fluid you see is where someone has lubed the inside of the column at some point in time. There is nothing in the column itself that can leak fluid.
