Ron, Assuming? No.
He will take his signed title into DMV and pay the title transfer cost, registration (maybe) and no one will even look at the truck. He will build it and drive it and then sell it, 99% of buyers won't look or even know about the last digits on the frame.
On the last part, this is quite possible for an insurance company to do so this would be the gamble.
