To answer your question, you will have to drill front cab mount holes in the cab, inboard from the originals. The cab mounts for a '63-'66 will work just fine.
Regarding the title/Vin issue. I don't know the laws in Texas, but here in Idaho if you are transfering a title for a vehicle that came from another state, a VIN inspection is required. I don't think the ladies at the DMV office look any further than the tag on the cab or body. If the vehicle is not driveable and you do not want to trailer it to the DMV, you can request a Police officer to come to your location and inspect the VIN there. Several factors may or may not influence the officer to ask questions. Just stating how it is here in Idaho. Texas may be different.
