If those assumptions are correct then I can cut the reluctor wheel sleeve where the teeth are and insert a speedometer drive gear set.

That all assumes that the reluctor wheel is NOT designed with the intention of providing additional support to the output shaft. I really do know if it can be cut without sacrificing the strength of the output.
