The horn was inop. with the grant wheel and was not even hooked up, the little rod that goes in the hole was broken in 2, I managed to pick all the pieces out and the 94 spring and wire feed down there but the black collar does not.
I may end up trying to find a 4 spd. column. Are all the GMC columns tan from the factory?

The turn signal don't cancel because there are 2 springs in there on the turn signal cam which turns them off when the horn contact contacts the turn signal cam, your springs are probably broken. Those springs should be available.
The horn should work, leave the spring in the hole for the horn because it makes the electrical contact, push the wire in and fashion something to hold in in there such as 4-5 toothpicks pushed in the hole with glue on them...just an idea.

The steering columns are color keyed to the vinyl interior color except for white and then the column and dash pad are tan.
Red vinyl, red column
Blue vinyl, blue column
Etc... all tilts are black column no matter the interior color.
