It doesn't look like the carb is leaking much. Where the heck is that heater hose going? I agree with getting the engine running as it is first to be sure the engine is worth putting more money into.

As for the Edelbrock carb. Yes a 600 will work but will be more difficult to get it tuned right on a 283 since it is a little too big for what the engine needs. The physical size of a Edelbrock 500 cfm and a 600 cfm is the same and both are a square flange.
