When I worked at the Cadillac dealership we had a bulletin with the CTS. We would install a 12V vacuum pump, plumbed to the booster to assist the brakes. It was mostly for cold start periods where the engine was not making much vacuum while caused by aggressive cam timing. I don't remember the years affected. On the other hand I recommend manual brakes. I had power brakes but switched over to manual brakes with a wilwood master and adjustable prop valve. I have no complaints and no plans to switch back. I looks way cleaner under the hood also. Hydraboost is just a power steering leak waiting to happen.
