I snug it up while turning (50ft/lbs - I don't use a torque wrench). Then back it off & tighten as tight as I can by hand (no ratchet on socket) then lock it down. If the lock washer holes don't line up I back it off till they do.

If you do it as you stated (the correct way) then check how tight the nut is, it will be hand tight. (subjective - some people have large hands!)
