You must be working on the front axle? The instructions I have always followed are the same as step one and step two that you have, this is to insure the bearings are fully seated. After tightening to 35 ft/lbs, I back if off again, then turn the adjustment nut until it makes contact, and turn it 1/4 turn. That sets the preload.
