The shrouds at least for 81-up are stapled together and have 2 holes at the bottom-there should be 2 holes in the lower lip of your core support and 10mm machine screws go through the shroud and through 2 threaded p clips. On 1989-older, those shrouds had 2 u-clips...one end slides onto the shroud edge and then slides onto the lip of the core support. Is it possible you ordered the wrong shroud ie ine for an older truck...pre ‘81 perhaps?
