If you using the OEM glass fuse type box, check with your DMM with lights on. You will find B+ on feed side of the fuse in-disturbed and 0 volts on the other end at the double wing type connector. The connector needs cleaned as current can not pass thru it. I used some electrical contact cleaner, but took a drill, a small dermal bit, wrapped it with green scotch-brite to clean inside. You can fold some stiff wire to form a sharp "U" bend and slide the nylon scuff pad into it. Go slow, but start with testing for voltage with circuit turn on first. This high resistance to current. The brake light fuse powers a lot of circuits, I would check all...clean all can't hurt.
