$3500 is a good price for that truck but (as always) if you can get it for a lower price then that always is a bonus.
As mentioned, the trick in getting it for less....is not to make a disrespectful offer.
(noting that there is a difference between a low offer and a disrespectful offer)
Take 15-20 minutes and make a quick inventory of what might be missing...ie: seat? either bumper? both bumpers? tailgate? bumper brackets? instrument cluster? steering wheel? inner door panels, carpet?.....this will have a bearing on pricing if it is a major item that is difficult to source and an expensive item to buy to make it a driver, etc.
I would offer $2500 and have the money right there in $100 bills and tell me him you can have it all out of his way within the day.
