If the truck will lay frame on the ground and you have a level floor. Use that as a way to measure. If not add a 2 or 3 inch block in a few places between the cab frame and the bar stock. Use a floor jack or tape to hold it. That should get you under the sway bar. If I was to take a guess. I would say the frame has a pie cut, cut was not parallel. The front part of the frame is lower, runs down hill, then where it needs to me
