That's a good question. Back in the day 69-71 I worked as a new car clean up and delivery prep tech. At the local Chevrolet garage. I had to remove these to check air in the spare tires before delivery. There hard to forget because they are so hard to take off and on to make look good again. If you've ever R&R one you know what I'm talking about. They also have insulation like thin carpet backing on the back side. I've never seen any other tire cover made like that.
